The Tricky French

Kevin Drum outlines how France urged for a UN peacekeeping force, then "suddenly" decided they didn't want to get shot at.

That seems to facile to me. Would it be more likely that France wanted to put us in a difficult situation, essentially commiting U.S. troops intentionally to force Bush's hand on, say, whether to redeploy troops currently in Iraq or own up to the possibility of a draft to fill out the overstretched armed forces? Or is the "cheese-eating surrender monkeys" label both truthy and true?
