The Big If

So today's much-reported money quote is from Condi Rice, who has refuted the notion of negotiating with Iran and Syria, telling the Washington Post "If they have an interest in a stable Iraq, they will do it anyway."

While I'm a vocal proponent of leveraging enlightened self-interest, isn't that a particularly nasty "if"? Isn't one of the prime rationales of those saying we shouldn't negotiate with those two countries that they're essentially rogue states who are actively contributing to the chaos in Iraq? Consequently, wouldn't the point of negotiating with those two countries be to convince them that it is, in fact, in their interest for Iraq to be stable? And is there a limit to how many incredulous questions I can put in a single paragraph?
