There are just lots of things wrong with this story. First, that Tapper expressed regret that this dominated any part of the news cycle is disingenuous -- which is, obviously, why he threw his little Twitter snit (Snitter? Switter?) -- and exactly the point Jon Stewart made when interviewing Arianna Huffington in this clip:

We have filters for a reason. It's to improve the signal to noise ratio. Blogging and Twittering, to me, is more useful to give people who didn't have a voice before a platform by which they can reach an untapped audience. It's not to saturate an existing audience with every little scrap of content from existing sources. And while Huffington and Tina Brown and others do play a role as gatekeepers, they seem to only act as filters for quality and not quantity, making an implicit -- and very bad -- assumption that, once you deem someone worth reading, you deem every single thing they ever say equally worth reading, and that's ridiculous.
Second, if this meta-story about who is blocking who from following them on Twitter has legs, then Twitter has officially jumped the shark. Nobody should care about this. At all. Please, make it stop.
