Parsing Tom Ridge

NP: The Rachel Maddow Show

I'm watching Tom Ridge on The Rachel Maddow Show, and he just said that he has no doubt that "some of his colleagues" had the safety and security of the nation in mind when they recommended raising the threat level, and were not playing politics. Now, what happens if those colleagues thought that electing John Kerry, or a Democratic gain in Congressional seats, was a threat to national security? His statement is still, technically, correct. That seems like a pretty big loophole.
